Model reasoning

No European Union or NATO country signed China's new artificial intelligence organisation before signing closed in July 2026. Joining now needs approval from its council, which has not yet met, plus national ratification, and almost all these countries have endorsed a rival American-led statement instead. A similar Chinese-led body has attracted none of them. I estimate about 7% over five years. A formal application by Turkey or Slovakia would most change this.

Where things stand (15 Oct 2026)

  • No EU or NATO state is a signatory. On 16 July 2026, 29 states signed the WAICO agreement (China MFA, 17 Jul 2026). Eight more signed by 31 July, for 37 in total (Southwardtech, 5 Aug 2026; Wikipedia list). The European members are Belarus, Russia, Serbia and Georgia. "No G7 economy and no EU member state has signed." Signature closed on 31 July (Art. 14), so ratification cannot be a route for any EU or NATO state.
  • The only route left is accession, and it is slow. Under Arts. 10.3 and 15.2 (text) a new state must apply to the Secretariat and be approved by the Council. The Council decides in plenary, with a quorum of two-thirds of members, and holds one plenary a year. The state must then deposit an instrument after the agreement is in force, which needs 3 ratifications. I found no evidence yet of entry into force, of a constituted Council, or that China has ratified. China's legislature had not taken it up as of its late-August session. For an EU or NATO state, effective membership before late 2027 is therefore very unlikely.
  • No EU or NATO state has signalled intent. China's joint statements now use "will actively consider joining WAICO" language, for example with Botswana (13 Oct 2026). I found no such statement with any EU or NATO state.
    • Slovakia, the friendliest EU government, came closest. President Pellegrini was in Beijing from 27 to 29 July, days before signature closed. The Chinese readout says he "fully endorses" Xi's AI initiatives (China Daily, 28 Jul), but Slovakia did not sign.
    • Hungary's new Magyar government is pulling away from Orbán's China policy.
    • Singapore, which is not an EU or NATO state, is weighing an invitation (The Star, 9 Sep).
  • The West has lined up against it. The EU, Germany and Greece joined the US-led Pax Silica supply-chain coalition in June 2026; the Netherlands, the Nordics, the UK, Portugal and Italy are also signatories. A US AI Opportunity Statement now has 54 endorsers, including Türkiye and 25 other EU or NATO states (State Dept; summit outcomes, 26 Jun). Signatories pledge to align AI supply chains with the US. A US State Department draft letter warns that "to be part of everything is to be part of nothing" (Decode39, 17 Aug). Only 10 EU or NATO states have not endorsed the statement: Belgium, France, Hungary, Ireland, Luxembourg, Slovakia, Spain, Canada, Montenegro and North Macedonia.

Reference class

Chinese-led intergovernmental bodies founded without Western members have not drawn Western members later:

  • The BRICS New Development Bank has had no EU or NATO member in more than 10 years.
  • The International Organization for Mediation, launched in Hong Kong in 2025, has 47 signatories, 18 contracting states and 1 acceding state, and none from the EU or NATO (IOMed list, Oct 2026). Orbán's Hungary also stayed out of it.

The Asian Infrastructure Investment Bank (2015) is the counter-case, but it had broad Western membership from its founding. CSIS notes that the rivalry is now much sharper and that some 2015 joiners of that bank show no interest in WAICO (CSIS, 21 Sep 2026). WAICO fits the first pattern.

Paths to YES (rough five-year odds, computed in Python)

Path Odds Basis
Türkiye ~2.8% Multi-vector policy, ambition to join BRICS (SCMP, Feb 2026), a founding member of the Asian Infrastructure Investment Bank. But it signed the US statement, skipped the mediation body and never took up BRICS partner status.
Slovakia ~2% Mainly if Fico survives the 2027 election.
Hungary ~1% Mainly if Fidesz returns in 2030.
Spain, Canada, France and the Benelux states, the Western Balkan NATO members, other endorsers after a change of government ~3% combined
WAICO opens up to Western states, for example after a US–China détente ~1%

Treated as independent, these combine to about 9.5%. I discount that to about 7% because the paths share common drivers. I modelled quarterly hazards of about 0.05–0.2% until the Council can act (through 2027), about 0.4% a quarter in 2028, and about 0.45% a quarter from 2029 to 2031. Cumulatively that gives 0.6% by end-2027, 2.1% by end-2028 and 7.3% by end-2031.

Strongest case against my estimate

Five years is long, and joining costs little. Washington has tolerated states that belong to both camps: Serbia, Malaysia, Vietnam and Georgia, all WAICO signatories, endorsed the US statement in September. Beijing wants a Western "trophy" member, and a single accession could set off a domino effect like the 2015 rush into the infrastructure bank. That argues for perhaps 12–15%. However, every friendly government declined when signing was easiest, and the bloc lines are hardening, so I stay near 7%. The resolving sources (China's foreign ministry acting as depositary, or the joining government) would publicise any accession promptly, so publication lag is not a constraint.

Resolution criteria

Question. By the last day of each quarter, has a member state of the EU or NATO joined the World Artificial Intelligence Cooperation Organization?

Definitions.

  • World Artificial Intelligence Cooperation Organization (WAICO): the Shanghai-headquartered intergovernmental organization established under the Agreement on the Establishment of the World Artificial Intelligence Cooperation Organization, signed on 16 July 2026. A renamed continuation of that organization counts; the World Artificial Intelligence Conference and unrelated AI partnerships do not.
  • EU or NATO member state: a sovereign state holding full membership in the European Union, the North Atlantic Treaty Organization, or both on the date its WAICO membership takes effect. Membership is not frozen to the opening-date rosters. Candidate countries, partners, and associate members do not qualify. A state already belonging to WAICO that subsequently joins the EU or NATO does not qualify unless it later rejoins WAICO while an EU or NATO member.
  • Join: become a full WAICO member through completed admission and accession, or ratification, acceptance, or approval of its founding agreement, with membership effective. Under Articles 10, 14, and 15 of the July 2026 agreement, accession after the signature period requires Council approval and deposit of the relevant instrument, with the agreement in force for that state. Later valid amendments to the membership procedure apply. An unequivocal official announcement of completed, effective full membership is sufficient; publication of the instrument itself is not required.

Resolves YES if a qualifying official source confirms that an identified state joined WAICO while holding full EU or NATO membership. The confirmation must be published within the Resolution window and by the relevant quarter-end. A statement announcing a future effective date does not resolve YES until a qualifying publication on or after that date confirms effective membership.

Resolves NO / Exclusions. No qualifying confirmation by the quarter-end means NO for that horizon. Invitations, applications, negotiations, declarations of intent, signature alone pending required ratification or accession, domestic authorization alone, and conditional admissions do not count. Observer or associate status, attendance at meetings, project participation, funding, and endorsement of WAICO's aims do not count. Participation by the EU or NATO itself, a subnational government, a company, or a university does not count as a state joining. Later withdrawal does not reverse a YES.

Resolving source. Official WAICO Council or Secretariat decisions, membership lists, or announcements; official publications of the joining state's national government, foreign ministry, or treaty office; or depositary notices from the Government of the People's Republic of China, including its Ministry of Foreign Affairs. These are the question's narrower resolving sources rather than the developer-oriented Public confirmation convention A2. Verify EU and NATO status against the respective organizations' official membership records and accession notices at europa.eu / consilium.europa.eu and nato.int. The founding framework is the July 2026 agreement, especially Articles 10–11 and 14–18 (text); China's Foreign Ministry identifies the organization in its founding-ceremony announcement. Apply the Resolution window and Resolution date convention A3; resolve on the qualifying publication date, not the underlying accession date. An undated live membership page alone cannot establish a publication date.
